The American Recovery and Reinvestment Act of 2009 (ARRA)
The American Recovery and Reinvestment Act, signed by President Obama on February 17, 2009, is intended to preserve and create jobs, promote the nation’s economic recovery, and to assist those most impacted by the recession. With the additional workforce funding provided in the Recovery Act, and the increased employment and training services such funding will support, the workforce system will play a vital role in America’s economic recovery by assisting workers who are facing unprecedented challenges to retool their skills and re-establish themselves in viable career paths.

The overall goals of ARRA are:
  • To improve effectiveness of the workforce development system
  • To create an invigorated, more innovative workfroce development system
  • To assist low skill workers acquire family supporting jobs
  • To asssist business in hiring qualified workers
The Mahoning and Columbiana Training Association has received $3.5 million in American Recovery and Reinvestment Act (Stimulus) funds to help improve the area’s workforce. The dollars will fund training and re-training of area workers who have lost their jobs, spouses of those workers or workers who qualify because of low pay. It will expand the Youth Summer Work Experience program in the two counties, and it also will expand the capacity of the One-Stop Workforce Centers to assist local job seekers in connecting with resources and local employers in hiring qualified workers. Of the total, $1,468,109 will go to the Youth Program (see article on this page), $1,053,086 to dislocated worker training, $689,962 for adults and $356,795 for administration. Adult individuals who qualify can receive paid tuition for college or technical school or funding for individual classes to enhance existing skills.
